Imam Ali (AS) said:

Yes, it is true what Khawarej said that there is no command except God’s command. But they say governance is only for God, whilst the people need good or bad statesmen until the believers under the shadow of government engage in their businesses and disbelievers also benefit from this, and by establishment of the government, people can get on with their lives [1].
