It is narrated from Fazl ibn Shadhan who said:

I heard from Imam Ridha/Reza (AS) who said: Indeed I cannot find in the history, any group or tribe among human being who were/are successful unless having a Guardian/Imam who manages their financial and spiritual affairs [1]. In fact Imam Reza (AS) clearly defined the importance of management for the prosperity of a nation both in terms of materialistic and spiritual affairs. In another occasion, Imam Ridha (AS) said: Do you not know that the Guardian/Imam of Islamic Ummah is like the pillar of a tent; and whenever anyone from anywhere wishes, can reach him (Imam) [2]?
