Who cannot be a leader in Islamic society?

t is narrated from Imam Hussain (AS) who warned the officials and leaders of Islamic Ummah before Moawiyeh’s death by saying:

Who cannot be a leader in Islamic society?

You the elders and officials of the societies, you have disregarded the rights of the weak and demanded what you thought it was your rights; but you did not give anything from your wealth in the way of God nor put your lives in danger, and also did not cut ties with your (corrupt) relatives for the satisfaction of God. (Now with such a black dossier and ugly deeds), do you wish for God’s heaven and companionship of prophets, and in this condition want to be saved from God’s torments?

You can see that Divine Covenants have been broken but you do not shout about it; whilst you become agitated for your father’s covenants. Now the covenants of the Prophet of Allah (SWT) have been ignored, and blind, deaf, and disabled in all towns have been abandoned without support. Have pity on them, and treat them with dignity, and you also ignore those who serve in this way, and you secure the position of oppressors with flattering and compromise [1].
